Adrian Gowing’s Vision for Affordable Homeownership

Adrian Gowing, inspired by his upbringing in Manchester’s slums and the film It’s a Wonderful Life, has launched an innovative housing project to make homeownership accessible. The flagship site in Carlisle, spanning 15.5 acres, has secured initial planning approval and aims to transform renting families into proud homeowners.

Adrian’s mission, developed over a decade with planning consultant Eric, seeks to roll out similar schemes across the UK. Through Bailey Park, he hopes to partner with local councils and government to help more people achieve their dream of owning a home.

Welcome to Carlisle

The City of the Lakes

Located 10 miles south of the Scottish border, Carlisle is a key regional hub with excellent transport links, including the West Coast Mainline and access to major cities like London, Glasgow, and Newcastle. Its population of 110,255 in 2024 is steadily growing, driven by its strategic location near the Lake District and Hadrian’s Wall. The city also boasts expanding medical facilities, including a regional Heart and Cancer Centre.

As Cumbria’s capital, Carlisle has a strong logistics and manufacturing sector, with food production playing a major role. It is home to the University of Cumbria and Carlisle College. Infrastructure upgrades, such as the southern by-pass due for completion in 2025, further connect Carlisle to key industries in West Cumbria.

Site & Planning Background

The site lies immediately to the east of St Ninian’s Road in the south eastern quadrant of the city. To the west and south west is residential development, to the immediate north east is a small scale commercial site and the land to the east is open countryside.

That open countryside between the site and the southern by-pass is the land designated as the location for one of the Government’s flagship Garden Villages, St Cuthbert’s Garden Village.
